A system of parks on the islands of Narragansett Bay has been the dream of a number of farsighted Rhode Islanders since early in the 1960s. This proposal is a refinement of a Preliminary Report presented to the Director of Natural Resources, Governor Noel, and the General Assembly in March 1974. The initial document concluded that the new park could become a vital link in the state's recreational system and should be developed as soon as possible. Additional research and deliberations undertaken since publication of the Preliminary Report have only served to solidify the conviction of those involved in developing the concept that the Bay Islands Park represents a rare opportunity to significantly enhance the quality of our lives for generations to come.
