Coastal Plans & Policies

Good policies and plans are those that can be implemented. They effectively address the issues of concern, are acceptable to the groups affected, and produce measurable results. CRC works to strengthen the processes by which such policies and plans and decisions come into play. At the local level, this might include helping a community in its decision to set aside a coral reef from fishing, or maintain a potable water supply system. At the national and regional scales this might include helping formulate a resources management program and helping facilitate the associated multi-stakeholder negotiations necessary along the way.

Coastal resource uses can be guided by voluntary compliance measures or by regulation. The latter includes such measures as land and water area zoning, permit programs, and the setting of performance standards for specific activities. Other regulatory approaches include resource or stock allocation schemes that may help achieve sustainable fisheries, regulate sand and gravel mining, and control cutting of mangrove forests. Non-regulatory methods are equally important. These focus on building constituencies for a plan of action to catalyze voluntary compliance, voluntary adoption of good practices and the monitoring of change by volunteer citizen groups. Special Area Management Plans (SAMP) combine both approaches to tackle multiple issues in one specific locale. CRC has extensive experience in the formulation, implementation and adjustment of SAMPs.
