A lack of human capacity—especially in developing countries—has been identified as the single largest factor now limiting world progress in coastal management. For this reason, CRC includes an element of capacity building in all its work.
The CRC approach to capacity building requires connecting people at all levels in a governance system with the knowledge, skills and values that produce sound coastal management decisions. Improving capacity for coastal management often means more, however, than addressing individual skills development or improving the capacity of a specific institution. It requires addressing the entire governance system and how different levels within the system interact. CRC uses a suite of interventions—mentoring, learning-by-doing, training, sponsored degree education, peer-to-peer exchanges and participation in interdisciplinary efforts to refine coastal governance practices—as part of its capacity building approach.
Most recently CRC has expanded its portfolio of capacity building approaches to include an innovative new program in East Africa—the Western Indian Ocean Certification Programme for Marine Protected Area Professionals, or WIO-COMPAS. A similar certification program for professionals at the municipal level working in ecosystem governance in Latin America is also under development.
