Those affected by the governance of a place should have an understanding of the issues being addressed and the opportunity to contribute, should they choose, to planning and decisionmaking. CRC therefore advocates a participatory approach to coastal governance—one that invests heavily in public education and provides ample opportunities for those with an interest in a coastal management program or project to be actively involved.
Clear, transparent, two-way communication is key to the constituency-building process. It involves both distributing information, and careful listening. It means ensuring that planning and policy processes are both efficient and transparent. This requires helping groups learn how to participate effectively and helping decision-makers learn to move beyond the one-way distribution of information and formal hearings and toward more interactive styles of policy making and implementation.
Most importantly, strong constituencies for a plan of action are built when the values of the governance effort resonate with the people of the place and when the goals set out by the governance effort inspire hope for a positive future.
